Det är logiskt på sitt sätt. Sexköpslagen kom inte till för att skydda personer som utsatts för trafficking, eftersom det redan är kriminaliserat. Inte heller kom den med något skydd mot rasprofilering, även om man kunde räkna ut på förhand att polisen skulle pyssla med just rasprofilering. Sådant som inte sägs i ett lagstiftningsärende brukar säga lika mycket om lagens syfte, som det som faktiskt skrivs ut i förarbetena eller sägs i debatten."
